Chelsey Phillips, MSW, Named Director of Penn Foundation’s Mental Health Residential Program
Chelsey Phillips, MSW, has been named Director of Penn Foundation’s Mental Health Residential Program – Penn Villa. She succeeds Christine Shannon, MA, CRC, CPRP, who is retiring after 39 years with Penn Foundation.
“Chelsey brings so many positive qualities to her role as residential director,” says Don Detweiler, Director of Housing. “She is intelligent, astute, and capable of juggling multiple demands while remaining calm, compassionate, and professional. In the three years that Chelsey has worked at Penn Foundation, she has established a strong rapport with the residents and fits in perfectly with the Penn Villa team. I know Penn Villa will be in very capable hands under Chelsey’s leadership.”
Phillips joined Penn Foundation in 2017 as Residential Coordinator and was promoted to Assistant Director in 2018. Prior to joining Penn Foundation, Chelsey worked in private adoption for five years and gained experience at a halfway house for substance use/mental health and in crisis intervention in the Emergency Department of a local community hospital. She earned her Bachelor’s degree in Social Work from Cedar Crest College and a Master’s degree in Social Work from Marywood University. Phillips has also worked as an adjunct professor in the Social Work Department at Cedar Crest College. She resides in the Lehigh Valley.
